Amends Arkansas Code § 16-13-226 to change the payment allocation order for criminal defendant installments in circuit court from "court costs first, then restitution, then fines" to "restitution first, then court costs, then fines"

Once restitution, court costs, and fines are fully paid, remaining installment payments are allocated to other amounts due as ordered by the circuit court

Grandfathers in alternative payment allocation methods adopted by municipal or county governing bodies before January 1, 2017, allowing them to remain in effect until repealed locally
