Creates an enhanced sentence of up to 5 additional years of imprisonment for human trafficking convictions when the trafficker recruited victims from specific vulnerable locations

Protected locations include shelters serving runaway youth, foster children, homeless individuals, and victims of domestic violence or sexual assault

Also applies when victims are recruited from correctional facilities, adoptive/foster homes, childcare institutions, and juvenile detention facilities

Declared an emergency measure, making it effective immediately upon the Governor's approval on March 20, 2025

Adds new section 5-18-108 to Arkansas Code Title 5, Chapter 18 (human trafficking statutes)
