Adds the Sexual Assault Services Program (34 U.S.C. § 12511) to the list of federal grant programs the Governor may designate a state agency to administer, alongside the Victims of Crime Act, Violence Against Women Act, and Family Violence Prevention and Services Act

Requires the Grant Advisory Board to review and advise on sexual assault services program funds before the designated state agency can disburse them

Adds one representative from the Arkansas Child Abuse/Rape/Domestic Violence Commission to the Grant Advisory Board membership

Mandates the Grant Advisory Board submit quarterly written reports to the House and Senate Committees on State Agencies and Governmental Affairs on fund administration status and victim services program funding levels

Defines "review" as analysis, evaluation, assessment, appraisal, inquiry, inspection, or study, while clarifying it excludes General Assembly authority over proposed rules or appropriations
