Limits credit card purchases to $250 per transaction and restricts participation to persons 18 years of age or older, with required age verification

Authorizes raffle proceeds to fund student-athlete scholarships, stipends, name/image/likeness compensation, athletic facilities, equipment, and general athletic program support

Exempts these raffles from the Charitable Bingo and Raffles Enabling Act and adds them as exceptions to gambling prohibitions on premises with alcoholic beverage permits
