Expands the definition of "administrator" to include principals, assistant principals, and curriculum directors in addition to superintendents, assistant superintendents, district treasurers, and business managers

Adds "public schools" explicitly to the definition of "public educational entity," which already included public school districts, charter schools, and education service cooperatives

Clarifies that institutions of higher education are excluded from the definition of "public educational entity"

Requires administrators to obtain written approval from both the public school district board of directors and the Commissioner of Elementary and Secondary Education before becoming an employee, agent, or independent contractor of any party contracting with their public educational entity
