Creates the criminal offense of harboring illegal immigrants, defined as knowingly concealing, harboring, or shielding from detection individuals who entered the U.S. unlawfully

Classifies both offenses as Class D felonies for first-time violations and Class C felonies for second or subsequent offenses

Each individual transported or harbored constitutes a separate offense, allowing for multiple charges from a single incident

Adds a new Chapter 80 (Immigration) to Arkansas Code Title 5, establishing state-level immigration enforcement authority
