Prohibits paid lobbyists from lobbying on behalf of "covered foreign entities," defined as individuals or parties on federal screening lists, domiciled in China or Russia, or under the influence/control of those governments

Includes subsidiaries and affiliates of covered foreign entities under the prohibition

First offense carries a fine of $50 to $3,500 classified as a violation

Second offense is an unclassified misdemeanor with up to 6 months imprisonment and/or a $5,000 fine

Third or subsequent offense is an unclassified felony with up to 1 year imprisonment and/or a $10,000 fine
