Private child placement agencies cannot be required by the state to participate in foster care or adoption placements that violate their sincerely held religious or moral beliefs

State government is prohibited from taking discriminatory action against foster or adoptive parents based on their religious beliefs, including beliefs regarding sexual orientation or gender identity

Discriminatory actions defined include altering tax treatment, denying grants/contracts/licenses, imposing fines, or taking adverse employment actions against protected persons

Individuals who successfully assert claims under this act may recover declaratory relief, injunctive relief, compensatory damages, and reasonable attorneys' fees and costs

Sovereign and governmental immunity is waived for liability created under this section, and the act includes a severability clause (approved 4/10/25)
