Repeals Arkansas's District of Innovation Program (§ 6-15-2801 et seq.) and transitions existing schools of innovation into the conversion public charter school framework under the Arkansas Quality Charter Schools Act of 2013

Schools previously designated as schools of innovation retain all waivers until the end of their current four-year approval cycle, then may apply for renewal as conversion public charter schools

Establishes automatic charter revocation for any public charter school receiving an "F" letter grade for three consecutive school years, with a 10-day window to request a reinstatement hearing before the State Board of Education

Creates a seven-member charter authorizing panel appointed by the Commissioner of Elementary and Secondary Education, with a majority of members required to be from outside the Department of Education

Sets waiver retention timelines for existing charter schools based on 2022-2023 letter grades: schools rated "D" or "F" retain waivers through 2026-2027; schools rated "C" through 2026-2027; schools rated "A" or "B" through 2027-2028
