Amends the Arkansas Grade "A" Milk Program Act of 1981 to change the Department of Health's fee collection from monthly to annual basis, with a flat annual fee of $250 replacing various per-unit inspection fees

Eliminates the per-hundredweight fees previously charged to producers ($0.030/100 lbs), milk plants ($0.030/100 lbs), producer-distributors ($0.065/100 lbs), and out-of-state distributors ($0.030/100 lbs or $200 monthly minimum)

Removes the $10 per-sample laboratory analysis fee for importers of raw Grade "A" milk from other states

Eliminates the $10 annual permit fee for milk haulers and the $200 annual permit fee for single service plants
