Creates the Water and Sewer Treatment Facilities Grant Program within the Arkansas Natural Resources Commission to provide matching grants for shovel-ready infrastructure and improvement projects

Establishes a dedicated fund on the books of the Treasurer of State, Auditor of State, and Chief Fiscal Officer to support the grant program

Allocates 80% of funding to cities and rural water/wastewater systems serving populations over 1,200, and 20% to smaller communities with populations of 1,200 or less

Requires grant recipients to begin projects within one year of award and prohibits eligibility for additional grants until current grant is closed out

Program expires five years from the effective date, with annual reporting to the Legislative Council or Joint Budget Committee on all grants awarded
