Eliminates the option for candidates to file campaign finance reports in paper form, requiring electronic filing for all campaign contribution and expenditure reports under § 7-6-207

Requires the Secretary of State to develop electronic reporting forms including cover sheets, contribution reports, and expenditure reports in formats that can be saved as read-only and uploaded via internet or electronic media

Creates an emergency exception allowing candidates to submit reports by email, fax, or paper copy to meet filing deadlines, but requires electronic upload within 10 days of the paper submission

Removes previous requirements for notarized affidavits, paper filing deadlines, facsimile acceptance procedures, and the Secretary of State's obligations to provide paper forms and instructions
