Ballot titles for initiative and referendum petitions must be written at or below an eighth-grade reading level as measured by the Flesch-Kincaid Grade Level formula (as it existed on January 1, 2025)

The Attorney General is prohibited from certifying any proposed ballot title that exceeds this reading level requirement

If a ballot title is rejected for exceeding the reading level, the Attorney General must explain the reasons and instruct petitioners to redesign the ballot title or measure to comply

The law does not apply retroactively to ballot titles already certified by the Attorney General before the act's effective date

Declared an emergency measure and approved by the Governor on April 14, 2025, making it effective immediately
