Expands the definition of "paid canvasser" for local option elections and initiative/referendum petitions to include anyone who receives any "item of value" before or after soliciting signatures, not just direct payment

Defines "item of value" broadly to include payment for food, lodging, travel expenses, reimbursements, bonuses, stipends, allowances, fees, gratuities, awards, gift cards, and incidental expenses

Amends both Arkansas Code § 3-8-801(3) governing local option elections and § 7-9-601(c) governing initiatives, referenda, and constitutional amendments

Persons classified as paid canvassers are subject to additional hiring, training, and regulatory requirements under existing Arkansas election law
