Combines the Arkansas Better Chance Program and Arkansas Better Chance for School Success Program to promote administrative efficiency, with both programs currently providing 23,000 available preschool slots

Expands eligibility for the Arkansas Better Chance for School Success Program from children ages 3-4 to children from birth through 5 years of age

Requires the Division of Elementary and Secondary Education to establish the same eligibility criteria and qualifications for both the Arkansas Better Chance Program and Arkansas Better Chance for School Success Program

Repeals Arkansas Code § 6-45-108, which previously set eligibility at 200% of federal poverty guidelines for children ages 3-4 and allowed the Division to develop fee schedules for those above that threshold
