Transfers regulatory authority over agricultural liming materials from the State Plant Board to the Department of Agriculture, including sampling, analysis, registration, and enforcement powers

Maintains the $15.00 registration fee per liming material and $0.30 per ton inspection fee, with the department now invoicing responsible parties upon receipt of quarterly tonnage reports

Retains penalty structure where manufacturers of liming materials deficient by 5% or more from guaranteed analysis are liable for two times the value of the deficiency, payable to consumers within 30 days

Continues the fee distribution: $0.20 per ton to the Plant Board Fund for operations and $0.10 per ton to the University of Arkansas Division of Agriculture Soil Testing and Research Fund
