Transfers fertilizer registration authority from the State Plant Board to the Department of Agriculture, requiring manufacturers, jobbers, and manipulators to register fertilizer brands with the department before selling in Arkansas

Changes the tonnage fee payment process from requiring payment to accompany reports to a system where the department invoices the responsible party upon receipt of reports at $2.40 per ton or fractional ton

Maintains the existing fee distribution: $0.62 per ton goes to the Plant Board Fund and $1.78 per ton goes to the University of Arkansas, Division of Agriculture, Soil Testing and Research Fund

Establishes late reporting penalties of 10% if less than 15 days late, 20% if less than 31 days late, and doubled if more than 30 days late, with penalties deposited into the Plant Board Fund
