Creates the new criminal offense of "tampering with rail infrastructure" under Arkansas Code Title 23, Chapter 12, Subchapter 8

Defines prohibited conduct to include recklessly placing obstructions on tracks, interfering with signals or communication systems, releasing biological agents or destructive devices, initiating emergency brakes, assaulting rail passengers or employees, and making terroristic threats

Covers all railroad property including trains, locomotives, freight and passenger cars, tracks, bridges, tunnels, stations, terminals, and signaling/communication equipment

Classifies the offense as a Class D felony, which also applies to knowingly conveying false information about attempts to commit these acts
