Creates new offense of "unlawful use of a communication device during the commission of a human trafficking offense" under Arkansas Code 5-18-108

Defines "communication device" broadly to include mail, telephone, wire, radio, and any other public or private instrumentality used to transmit writing, signs, signals, pictures, or sounds

Applies when a person knowingly uses a communication device to commit, cause, or facilitate any felony human trafficking offense or felony attempt, solicitation, or conspiracy to commit such offense

Each use of a communication device constitutes a separate offense, allowing for multiple charges
