Defines "vegetable garden" as a plot or elevated bed on residential property for cultivating vegetables, herbs, fruits, flowers, pollinator plants, leafy greens, or other edible plants

Prohibits counties, municipalities, and other political subdivisions from adopting ordinances that ban vegetable gardens on residential properties

Allows residents to cultivate vegetable gardens on their own property or on another person's private property with owner permission

Preserves local authority to regulate specific aspects including water use during droughts, fertilizer use, invasive species control, and reasonable size and location requirements such as limiting gardens to side yards or backyards
