AR HB1773

Imposes new contribution limits on ballot question committees and legislative question committees, with maximum amounts to be established by Arkansas Ethics Commission rule using the same methodology as campaign contribution limits under § 7-6-203

Limits who may contribute to these committees: individuals, qualifying political parties, county political party committees, legislative caucus committees, and approved political action committees

Prohibits contributions from foreign individuals or entities and from prohibited political action committees as defined in § 7-6-201

Removes the previous $100 cash contribution limit and the $50 cash expenditure limit that applied to influencing ballot or legislative questions

Aggregate contribution limits apply per election regardless of how many ballot questions a committee advocates for or against, and continue to apply even if a committee withdraws from a campaign
