Amends Arkansas Code §§ 20-10-1907 through 20-10-1909 governing informal dispute resolution (IDR) hearings for long-term care facility deficiency citations

Requires the Department of Human Services to present detailed initial arguments beyond just reciting deficiencies, and mandates the impartial decision maker issue written "Determinations" within 7 calendar days of the hearing

Expands who may participate in hearings on behalf of facilities to include other medical care providers and any consultants (not just pharmacists or nurse consultants), and now explicitly allows attorney representation for all parties

Establishes new deadline requiring both the "Determinations" and "State Survey Agency Determination" documents be provided to facilities at least 10 days before the federal administrative appeal deadline

Requires quarterly IDR reports to identify outcomes by deficiency, scope, and severity rating, and mandates the Department use these results to evaluate employee performance and determine remedial training needs
