Local governments (counties, cities, and incorporated towns) are prohibited from issuing identification cards to individuals who cannot provide proof of lawful presence in the United States

Local governments are also prohibited from providing funds to any person, entity, or organization for the purpose of issuing identification cards to individuals without proof of lawful presence

"Identification card" is defined as a local government-administered card that provides access to local services, cultural events, business activities, or helps residents identify themselves to law enforcement, schools, banks, health centers, or government departments

The legislature declares Arkansas is not a sanctuary state and views municipal ID programs that provide government identification to undocumented immigrants as components of sanctuary city policies
