Transfers the Arkansas Development Finance Authority (ADFA) out of the Department of Commerce to operate as an independent state instrumentality, effective July 1, 2025

Exempts ADFA from the Arkansas Administrative Procedure Act, Arkansas Procurement Law, Uniform Classification and Compensation Act, Uniform Attendance and Leave Policy Act, and state automobile acquisition requirements

Grants ADFA authority to appoint employees and set compensation independently, while declaring its revenues as cash funds exempt from public funds regulations

Requires the ADFA President to appear before the Legislative Council or Joint Budget Committee upon request to report on contracts or procurement matters, and keeps the authority subject to Arkansas Legislative Audit

Removes the requirement for Attorney General representation, allowing ADFA to employ its own legal counsel independently
