Establishes a Green Envelope Program to facilitate communication between individuals diagnosed with mental illness and law enforcement officers during interactions, including traffic stops

Requires the Department of Finance and Administration to develop and make available specially designed green envelopes by January 1, 2026

Green envelopes will hold essential driver documents including driver's license, vehicle registration, and a contact card

Envelopes must include communication guidelines on the exterior to help law enforcement officers recognize and appropriately adapt their approach when interacting with individuals with mental illness

Individuals diagnosed with mental illness may request a green envelope at their local department office beginning January 1, 2026
