Creates a "Bill of Rights for Firefighters" that municipalities may adopt through local ordinance to guide personnel negotiations with firefighters

Establishes minimum standards for disciplinary investigations, including requirements that interrogations occur at reasonable locations, be recorded in full, and allow firefighters to have an attorney or uninvolved department member present

Requires official departmental charges to specify the alleged misconduct, date/time, witnesses, and rules violated before formal disciplinary proceedings can be held

Prohibits firefighters from being required to disclose personal financial information (property, income, assets, debts, expenditures) for promotion or assignment purposes

Protects firefighters' right to engage in political activities when off duty and prohibits retaliation for exercising rights under the subchapter
