Expands the definition of "commission-managed lands" to include both commission-owned lands and commission-leased lands with agreements of at least one year that include public recreational hunting rights

Changes the reasons for limiting hunting access on commission-managed lands from "public safety or homeland security" to "fish or wildlife management or as otherwise limited by statutory authority"

Requires commission land management decisions to result in no net loss of land acreage available for hunting compared to January 1, 2025 (previously August 12, 2005), and mandates the commission find replacement acreage within reasonable distance for any closures

Changes the annual reporting deadline from October 1 to July 1, with reports now submitted to House and Senate Committees on State Agencies and Governmental Affairs instead of Legislative Council cochairs

Clarifies that private landowners retain the right to make legal decisions regarding access to their privately owned commission-managed lands
