Prohibits ballot question committees and legislative question committees from knowingly receiving, soliciting, or accepting contributions or expenditures from foreign nationals or other prohibited sources, either directly or indirectly

Requires treasurers of ballot question and legislative question committees to certify upon registration that no preliminary activities were funded by prohibited sources, and to obtain donor affirmations for contributions exceeding $10,000 confirming the donor is not a foreign national

Defines "foreign national" broadly to include non-citizens, foreign governments, foreign political parties, and entities organized under foreign laws or majority-owned by foreign nationals

Authorizes the Attorney General to bring civil enforcement actions with penalties of up to twice the prohibited contribution amount, or up to three times for knowing or willful violations

Protects donor privacy by restricting government collection and disclosure of tax-exempt organization donor information, with violations treated under the Personal Information Protection Act
