Authorizes the Department of Finance and Administration to establish electronic lien, titling, and registration systems for motor vehicles, allowing dealers and financial institutions to submit applications, liens, and lien releases electronically

Permits electronic signatures on motor vehicle registration applications, certificates of title, and registration certificates as an alternative to pen and ink signatures

Allows electronic odometer disclosures when transferring vehicle ownership, including through electronic power of attorney, in compliance with federal requirements (49 U.S.C. § 32705(g))

Creates authority for a paperless "secure digital vehicle title" system as an alternative to paper titles, which must meet all existing security requirements for paper or electronic titles

Requires dealers to use the electronic systems within one year of implementation, unless they receive a waiver or submit fewer than 25 title/registration applications annually; allows the state to contract with a vendor at no cost, with the vendor collecting per-transaction fees from end users
