Arkansas Racing Commission may maintain a statewide self-exclusion list at the Director's discretion, replacing separate lists maintained by individual casinos

Commission must either join a multi-state/national self-exclusion program or enter agreements with other states for mutual enforcement of self-exclusion lists

Self-excluded individuals forfeit all winnings and cannot recover losses from prohibited gaming activity, with forfeited amounts deposited into the General Revenue Fund

Self-exclusion list information is confidential and exempt from Freedom of Information Act disclosure; casinos are protected from liability for non-willful disclosure of self-excluded individuals' identities

Individuals may only add themselves to the list (not others), must present identification for placement, and the commission must establish rules for removal from the list
