Requires manufacturers of agricultural equipment (tractors, combines, harvesters, balers, and other farm machinery with digital electronics) to provide farmers and independent repair facilities access to diagnostic tools, specialty tools, software, and repair documentation on fair and reasonable terms

Mandates that manufacturers share diagnostic codes and real-time operational data from agricultural equipment with the farmers who own or lease that equipment

Requires manufacturers to provide tools and documentation needed to disable and reset electronic locks, immobilizers, or security functions during ordinary repair and maintenance

Prohibits manufacturers from preventing farmers or independent repair facilities from legally obtaining repair tools and documentation from third parties for use in their own lawful repair businesses

Exempts manufacturers from requirements to divulge trade secrets, allow overriding of safety features or emissions controls, adjust equipment power levels, or violate federal, state, or local laws
