Transfers authority over fire protection district boundary adjustments from the State Forestry Commission to the Department of Agriculture

Changes the Department's role from directly adjusting boundaries to making recommendations to county courts for districts with overlapping boundaries, areas lacking fire protection, or contiguous districts

Requires districts seeking boundary adjustments to file a petition with county court within 30 days of receiving a recommendation and provide public notice via newspaper at least one week before the hearing

Grants county courts authority to accept the recommended boundary adjustment, reject it and maintain existing boundaries, or reject it and set boundaries as the court determines just and proper

Defines "district" broadly to include nonprofit fire protection corporations, volunteer and rural fire departments, fire protection districts, suburban fire improvement districts, and county-created subordinate service districts providing fire protection
