Amends Arkansas Code § 23-99-405 to update the reference date for compliance with the federal Women's Health and Cancer Rights Act of 1998 from January 1, 2003 to January 1, 2025

Adds required coverage for artificial or biological mesh used to support tissue and nerve grafts to preserve or restore nerve function during breast reconstruction following mastectomy

Requires healthcare insurers to reimburse providers for supplies related to mesh and nerve graft services at a rate equal to or greater than 100% of the provider's acquisition cost

Mandates coverage for mastectomy-related services performed at licensed facilities including hospitals, hospital outpatient departments, and ambulatory surgery centers

Exempts health benefit plans for state and public school employees under § 21-5-401 et seq. and includes a sunset provision expiring June 30, 2031 unless extended by the General Assembly
