Removes the requirement that healthcare insurers or transportation benefit managers pay ambulance providers 250% of the Medicare Ambulance Fee Schedule Rural Rate, along with associated balance billing prohibitions

Requires contracting entities to pay ambulance service claims within 30 days when prior authorization was received, unless services were never performed or fraud is suspected

Mandates the Arkansas Ambulance Association to collect and annually report to the Insurance Commissioner the rates approved or contracted between ambulance providers and local government entities, starting July 1, 2025

Declares an emergency due to conflicts regarding in-network and out-of-network ambulance reimbursement rates causing confusion among providers, insurers, and the State Insurance Department
