Creates the Maternal Outcomes Management System within the Arkansas Department of Health to organize maternal health resources, educate providers and patients, and collect data from birthing hospitals to improve outcomes

Establishes a grant program for birthing and delivery hospitals with a designation system based on American College of Obstetricians and Gynecologists levels of maternal care (as of January 1, 2025), with grants prioritizing hospitals with the fewest resources

Requires participating hospitals to meet criteria including community outreach, clinician education, peer review of birthing complications, on-site maternal health coordinators, and achievement of clinical metrics

Creates "MOMS Care Connect," a call center operating with the Arkansas Trauma Call Center to coordinate transfers of pregnant women between hospitals for appropriate care levels

Establishes a separate "Postpartum Support Hotline" to proactively contact mothers post-delivery for screening on mental well-being, healthcare access, lactation concerns, infant sleep safety, and medical conditions
