Amends Arkansas Code § 9-11-218 to clarify that the $100 marriage license bond becomes null and void when the license is duly executed, signed by an authorized officiant, and returned to the county clerk within 60 days

Establishes a new procedure for replacing lost, burned, or destroyed marriage certificates through notarized affidavits submitted to the county clerk where the original was issued

Allows requests for replacement certificates from both living spouses jointly, a surviving/non-incapacitated spouse alone, or heirs of deceased parties (with death certificate required)

Sets the fee for filing the affidavit and obtaining a replacement certificate at $10, with the $100 bond voided and a 90-day window to file the replacement with the county clerk

Repeals Arkansas Code § 16-119-107, eliminating the previous more complex procedure that required court petitions and six weeks of newspaper publication to restore marriage records
