Repeals the State Board of Education's authority to establish standards, guidelines, and rules for determining average daily membership and distributing state aid to school districts operating four-day school weeks

Removes language requiring the State Board to ensure four-day school week districts receive an "equitable share" of aid funds comparable to five-day school week districts

Retains the existing prohibition preventing school districts from receiving more state financial aid for a four-day school week than they would receive for a five-day school week

Amends Arkansas Code § 6-10-117(d) by striking subsection (d)(1) entirely while preserving the funding limitation in subsection (d)(2)
