Creates a recall election process for school district board members in Arkansas, allowing removal by majority vote of qualified electors in that district

Requires recall petitions to be signed by at least 35% of eligible voters, with signatures verified by the county clerk within 10 days of filing

Permits recall for two specified reasons: moral failing leading to pending criminal charges, or loss of public trust

Recall elections must be held at the next school board election, unless that election is less than 60 days away, in which case it moves to the following election

Limits each board member to facing no more than one recall petition during their elected term, and prohibits removed members from being appointed to fill the resulting vacancy
