Public school districts and open-enrollment charter schools must submit annual district strategic plans to the Division of Elementary and Secondary Education by June 30, including literacy and mathematics plans, funding prioritization details, and support plans for schools needing targeted or comprehensive assistance

Educational service cooperatives are required to annually review and monitor district strategic plan implementation, while the Division must collaborate with cooperatives to approve proposed funding uses

The Division must create a unified application system consolidating federal title funds, parent engagement plans, health and wellness plans, Enhanced Student Achievement Funding requirements, alternative learning environment funding, and gifted/talented program applications

School-level improvement plans must be submitted to districts by May 1 annually and posted on school websites by August 1, with requirements for literacy plans based on science of reading and parental involvement plans

Eliminates the previous tiered support level reporting requirements (Level 2-5) for district support plans and removes the separate three-year enhanced student achievement plan submission requirement, consolidating these into the new district strategic plan framework
