Transfers authority to impose sanctions for teacher ethics violations from the State Board of Education to the Professional Licensure Standards Board, which can now directly issue findings of fact, conclusions of law, and sanctions including license revocation, suspension, or denial

Allows ethics complaints against educators to be submitted electronically, removing the previous requirement for original signatures on complaint forms

Repeals the School Worker Defense Program Advisory Board, transferring its functions to the Division of Elementary and Secondary Education, which may now promulgate rules to implement the program

Repeals the Academic Facilities Review Board, redirecting public school district appeals of facility determinations directly to the Commission for Arkansas Public School Academic Facilities and Transportation

Limits Professional Licensure Standards Board members to a maximum of three terms and allows educators 30 days to appeal board decisions to the State Board of Education, with orders becoming effective after 60 days if no appeal is filed
