Amends Arkansas Code § 5-64-443(a) to restructure penalties for possession of drug paraphernalia used to inject, ingest, inhale, store, conceal, or weigh controlled substances

First offense: unclassified misdemeanor with 24 hours to 1 year imprisonment and $150-$1,000 fine (changed from Class A misdemeanor)

Second offense within 10 years: unclassified misdemeanor with 7 days to 1 year imprisonment and $400-$3,000 fine

Third offense within 10 years: unclassified misdemeanor with 90 days to 1 year imprisonment and $900-$5,000 fine

Fourth or subsequent offense within 10 years: unclassified felony with 1-6 years imprisonment and $900-$5,000 fine; eliminates prior provision that elevated first offenses involving methamphetamine, heroin, fentanyl, or cocaine to Class D felony
