Public higher education institutions accredited by agencies on the U.S. Department of Education's January 1, 2025 list must use ".edu" domains for their websites and employee email addresses

Municipal governments must use ".gov" domains for official websites and employee email addresses

State agencies, boards, and commissions must use ".gov" or ".mil" domains for websites and email addresses, with an exception for boards primarily serving higher education institutions that use ".edu"

Exceptions allow non-standard domains for internal-only sites, temporary sites (1 year maximum), partnership campaigns with non-government entities, and collegiate athletics programs

Effective June 1, 2026, except cities and towns with fewer than 10,000 inhabitants must comply by January 1, 2027; waivers available through Legislative Council or Arkansas Higher Education Coordinating Board for extraordinary circumstances
