Removes professional wrestling from the definition of "combative sports," exempting it from State Athletic Commission regulation, except for events with 1,500 or more attendees which remain under commission jurisdiction

Expands reporting requirements to include subscriptions for physical admission alongside ticket sales, with promoters required to submit written reports within 5 business days after events

Clarifies the 5% fee calculation: based on gross gate receipts normally, but on net gate receipts after sales tax if the venue collects and remits sales tax for the promoter

Requires promoters to reimburse all commission event costs including inspector fees (capped at $125/day per inspector), per diem, travel, $50 permit processing fee, and national/federal fighter database fees

Allows referees and judges to obtain certification from the Association of Boxing Commissions or other organizations approved by the State Athletic Commission
