Repeals Arkansas Code Title 8, Chapter 14, known as the "Shielded Outdoor Lighting Act," which regulated outdoor lighting fixtures to conserve energy and preserve the environment

Eliminates the requirement that public funds only be used to install shielded outdoor lighting fixtures that project light below the horizontal plane

Removes the mandate for electric public utilities to offer shielded lighting service options and file rate schedules with the Arkansas Public Service Commission

Eliminates restrictions on disposing of mercury-containing light bulbs in landfills (those exceeding 0.2 mg/l of leachable mercury)

Removes penalties for violations, which included warnings for first offenses and $25 fines minus replacement costs for subsequent offenses
