Transfers the Child Welfare Ombudsman Division from the Arkansas Child Abuse/Rape/Domestic Violence Commission to the Department of Inspector General, creating the Office of the Child Welfare Ombudsman

Transfers the Juvenile Ombudsman Division from the Arkansas Public Defender Commission to the Department of Inspector General, creating the Office of the Juvenile Ombudsman

Both ombudsmen will report to and be supervised by the Secretary of the Department of Inspector General, consolidating oversight functions under a single agency

Preserves existing ombudsman powers including reviewing child welfare procedures, accessing juvenile records, making unannounced facility visits, and preparing annual reports to the Governor and legislative committees

Declares an emergency with an effective date of July 1, 2025, to align with Department of Inspector General appropriation bills and ensure continuity of services during the transfer
