Amends Arkansas Code § 5-26-314 to redefine the offense as "unlawful distribution of an intimate image," removing the previous requirement that the victim be a family member, household member, or dating partner of the offender

Defines "intimate image" as any image, picture, or video depicting a person in a state of nudity or engaging in sexual activity, where the person is identifiable by their face, likeness, or other distinguishing characteristics

Eliminates the requirement to prove intent to harass, frighten, or intimidate; offense now occurs when someone 18 or older purposely distributes an intimate image without the depicted person's consent

Establishes tiered penalties: Class A misdemeanor for first offense, Class D felony if intent to cause harm or if offender received compensation, and Class C felony for repeat offenses

Exempts telecommunications and information service providers from liability for content distributed by third parties
