Amends a 1973 law that authorized the sale of approximately 2,842 acres of surplus Arkansas Tuberculosis Sanatorium lands in Logan County to the Westark Area Council, Inc., Boy Scouts of America

Removes restrictive use conditions and rights of reverter from the majority of the property, allowing the Boy Scouts organization (now Natural State Council of Boy Scouts of America, Inc. following a 2023 merger) to sell or use most of the land without restriction

Retains use restrictions and reverter rights only on specific parcels in Sections 31 and 1 of Logan County, which must continue to be used for Boy Scouts programs, Girl Scouts, youth recreational activities, or public purposes in agreement with state agencies

Directs the Commissioner of State Lands and Board of Developmental Disabilities Services to execute a quitclaim deed releasing the state's interest in the unrestricted portions of the property

Resolves title ambiguities stemming from discrepancies between the 1973 and 1991 deeds (which showed 10 acres more than authorized) and uncertainty about whether previous quitclaim deeds properly released use conditions
