Mandates a visible designation on driver's licenses and ID cards for individuals classified as Level 3 or Level 4 sex offenders by the Community Notification Assessment

Opens sex offender registration records to the Office of Motor Vehicle for verification purposes when issuing licenses or ID cards

Requires first-time applicants subject to the designation to provide proof of current sex offender registration before receiving their license or ID card

Grants the Office of Driver Services authority to determine the placement and design of the designation and promulgate administrative rules
