AR HB2001

Restructures the Arkansas Towing and Recovery Board from its current composition to nine members including three towing industry professionals, the State Police Director or designee, a current/former police chief or sheriff, and representatives from trucking insurance, trucking industry, consumers, and fire/emergency response

Removes all current board members upon the act's effective date (April 21, 2025) and requires the Governor to appoint new members with Senate confirmation; the Board Director assumes powers until at least seven members are confirmed

Limits possessory liens on cargo by allowing cargo owners to retrieve goods by paying a fee not exceeding 20% of the towing invoice, or 5% for personal vehicle contents, with an assurance of future payment for the full amount

Requires towing companies to immediately release cargo and vehicles when police-initiated tows have no fee disputes; disputed cases require proof of cargo ownership or insurance documentation before release

Mandates that all towing invoices display complaint process information in bold letters beginning July 1, 2025, including the board's phone number (501-682-3801) and website
