AR HB2002

Removes fixed geographic boundaries for education service cooperatives and requires the Division of Elementary and Secondary Education to assign all public school districts and open-enrollment charter schools to a cooperative by the 2026-2027 school year based on regional availability or specialty services

Requires each education service cooperative board of directors to establish an executive subcommittee (chair, vice chair, secretary) with authority over procedures, personnel hearings, and evaluations; disqualifies representatives from serving on executive committees if their school has an "F" rating or is in fiscal distress

Establishes a state-level Education Service Cooperative Committee appointed by the Commissioner to review strategic plans, measure outcomes, evaluate cooperatives, and make recommendations to the State Board of Education for cooperatives receiving "F" ratings for three consecutive years

Creates a new rating system for education service cooperatives based on academic achievement, student growth, graduation rates, and other measures; allows the State Board to remove directors, appoint new leadership, or assume control of cooperatives receiving "F" ratings for three consecutive years

Repeals requirements for teacher centers and mathematics/science resource centers, and requires the Division to develop a new funding formula that includes a base amount plus per-student funding for member districts and charter schools
